Earlier this month, Cyprus has implemented the provisions of the EU Regulation 1336/2013, amending Directives 2004/17/EC, 2004/18/EC and 2009/81/EC of the European Parliament and of the Council in respect of the application thresholds for the procedures for the awards of contract.

The ‘classical’ Directive 2004/18/EC concerns the procedures for the award of public works contracts, public supply contracts and public service contracts, whereas Directive 2004/17/EC concerns Procurement in the water, energy, transport and postal services sectors, and Directive 2009/81 covers procurement in the fields of defence and security. The new thresholds are adopted in Commission Regulation No 1336/2013 (OJ 2013, L 335/17), which entered into force on 1 January 2014.

The application thresholds for the procedures for the awards of contract are amended every two years. Moreover, the Contracting Authorities and Operators are now required to publish by electronic means all the documents which are relevant to the tender through the Electronic System of Contract Conclusion (eProcurement).  The same applies in regard to clarifications or amendments to the tender documents.  This measure aims to the reduction of costs and the promotion of transparency and efficiency in the public procurement process.
